The sea harbor town of Tickle Head in Newfoundland was once a thriving fishing town, but since the fishing industry has dried up, the town has dried up too. The residents are disillusioned with life. They take their welfare checks and settle back into their meaningless days. Some residents intent on working found jobs in St. John's including Murray French's wife. When his wife decides to take a job in another city, French takes it as a wake up call. The town needs to be revitalized. The residents need a new way of life. When an oil company wants to build a facility in Tickle Head, French knows this will renew his town. Unfortunately, the town needs a resident doctor to fulfill the contract with the oil company.
