Overview
Fighting gang crime in Los Angeles, 19-year veteran Hodges is teaching his new partner, McGavin, about relationships in their jurisdiction. Being a police officer is not about intimidation and force, but Hodges stresses talking and negotiation as a means to find gang leaders and drug lords. Finding the advice ridiculous in the face of horrid violence, McGavin creates his own form of policing. Earning the nickname Pacman, McGavin gobbles up the bad guys in his bright yellow police car. With Bloods, Crips and Mexican gangs fighting and killing on a constant basis, it is up to Hodges and McGavin to keep the order and find the true criminals amongst the people simply trying to get by. McGavin must find a way to calm his actions before any more people die within the inner city.
