Overview
Birch County, California is the setting for this comic story; while it is not Los Angeles, California, it is very much like Los Angeles. A group of people comes together, drawn by the common thread of being repeat traffic offenders and being ordered to attend traffic school. These people have all had their licenses revoked, lost their driving privileges, and had their vehicles impounded. Judge Nedra Henderson has ordered them to attend this driving school program. The teacher is Deputy Hank Halik, who is conniving with the judge to sell the impounded vehicles by making the driving program students fail. Dana Cannon, a student, becomes suspicious. With the help of the other students, he exposes the plan to sell the vehicles.
