Overview
Crime is taking over a city short on police officers, so the mayor decides to loosen the qualifications required to become a cop. Once the doors open for anyone who wants to join, all types of misfits join the policy academy. One of the worst misfits is Carey Mahoney, who only joined out of necessity to avoid a jail term. His behavior quickly becomes irritating to Lieutenant Harris, who wants nothing more than to kick Mahoney out of the academy. However, Mahoney finds that he likes the idea of becoming a police cadet and wants to graduate from the academy. When one of the academy's recruits mistakenly initiates a riot in the city, Mahoney and his fellow group of misfits must come to the rescue.
