In a tiny Irish village, a reclusive old man wins the lottery and dies before he can claim it. Two friends of his conspire to see to it that the town still cashes in on his good fortune, but it will require them to turn the blarney up full-blast. One is the ringleader, and the other is his shy friend who goes along with his crazy plan. The latter will have to pretend to be Ned so that he can claim the lottery ticket. Meanwhile, everyone in town needs to get behind the effort so that the lottery inspectors don't find out that the real Ned has died. Most of the residents are very happy to oblige, but one cranky woman disapproves of the shenanigans.
