Being the best hostage negotiator in the city of San Francisco, Scott Roper lives a great life. He has a girlfriend named Veronica Tate who works as a reporter for a newspaper, and a dog named Troy. Upon seeing on television that there is a hostage situation involving 17 people in a downtown bank, Scott heads downtown. He is forced to shoot Earl, the man holding the people hostage. After this, Scott ends up being appointed a partner, Kevin, who is a sharpshooter. The two of them go to meet a man named Korda, along with their Lieutenant, to investigate the possibility of stolen jewels. Violence ensues and Korda kills both Sam and another woman. This spurs Scott into not only chasing Korda, but possibly into another hostage situation as well. |
