When Fred, Daphne, Velma, Shaggy and Scooby Doo, a.k.a. Mystery Inc., solves their biggest case yet and stops Coco Diablo, the head of a costume-based crime syndicate, and puts both her and her kitty in prison, they think that they can finally take a break from solving mysteries. Yet, trouble always seems to find these meddling kids.
Doppelgangers of the Scooby gang in ghost form and classic enemies they had previously stopped suddenly appear in Coolsville during Halloween celebrations. The only way they can save the holiday, especially Shaggy's and Scooby's favorite trick-or-treating time, and their town is by tracking down the clues.
