Overview
Sam, a bureaucrat living in an Orwellian-like future state, tries to rectify an error that leads to the arrest and death of an innocent man, Mr. Buttle, instead of the so-called terrorist the government was seeking, Harry Tuttle. He meets the Buttle's neighbor, Jill, and she looks exactly like the girl of his recurring dreams. Meanwhile, Jill has come under suspicion of terrorism for her efforts to report the Buttle error because the government will not admit to a mistake. Sam meanwhile is visited by the actual terrorist, Tuttle, who helps him get rid of some meddling city employees. Sam tries to protect Jill from the government and hopes for a life together for the two of them, but his dreams are dashed.
