Overview
An FBI special agent will go to any length to stop a terrorist who has planted a bomb somewhere in Los Angeles, and has attempted to murder the FBI agent's daughter. Those lengths include a dangerous experimental face transplant surgery, which put the terrorist's face on the FBI agent's body, allowing him to infiltrate terrorists network and gain clues about where the bomb may be hidden by the terrorists brother. Meanwhile, to keep up appearances, the FBI agent's face is put on the terrorists body. The FBI agent is quickly arrested, while the terrorist is able to spend time with the FBI Agent's family. But the FBI agent is able to escape prison, and hunt down the terrorist, leading to a climactic boat chase, where the terrorist is arrested and their faces are switched back to their rightful bodies.
