Augusto Pinochet, Chile's powerful dictator, under international pressure to concede his office, agrees to hold a public referendum. A "yes" vote would give him eight more years in power, while a "no" vote would result in open and free elections. As Pinochet's camp relies on their usual tactics of intimidation and violence to secure support, the "no" campaign hires Rene Saavedra to spearhead their efforts. Against the wishes of nearly everyone involved, including his boss, who is an advisor to Pinochet, and his ex-wife, who feels the referendum is a joke, the young, idealistic advertising executive decides to create a campaign focusing on a bright and happy future for Chileans without mention of Pinochet's strong arm tactics. As the "no" campaign begins to resonate with the Chilean people, Pinochet must decide how he will respond without being obviously murderous.
