Overview
A hostage negotiator for the Chicago Police Department named Danny Roman is contacted by his partner. They arrange to meet secretly to discuss a problem Nathan Roenick has discovered with the disappearance of large sums of the department's disability fund. Minutes before Roman meets his friend, Roenick is shot to death. The police arrive within seconds, and Roman knows he'll be the chief suspect. Along with the death of a fellow police officer, Roman has to deal with an Internal Affairs Investigation by the man Roenick suspected of the embezzlement. The gun used to kill Roenick is from an old murder case of Roman's, and when they search Roman's house, they find papers linking him to the embezzled disability fund. When nobody believes he's innocent, he storms into the office of the lead IA investigator, Niebaum and demands answers. Roman takes the whole office hostage to find out who is behind the embezzlement and Roenick's death.
